Summary

The project proposes an internationally oriented data center in Tarija built in modules: Bolivian anchor clients first (banking, insurance, telecoms, energy, industry, public sector), then regional clients. Planned services: colocation, racks and cages, power and cooling by capacity, connectivity, private and hybrid cloud, backup and disaster recovery. AI/HPC capacity only when there is contracted demand.

The thesis is to build a digital-infrastructure platform rather than "a building with servers": anchor contracts before the big CAPEX, electrical, thermal and connectivity redundancy from the design stage, and expansion only when utilization, contracts and financing justify the next phase. Reference architecture aligned with Tier III; no certification is announced until obtained.

No parcel has been selected yet and the dossier says so explicitly: no land is bought before firm power, diverse fiber, property rights and zoning are confirmed. The first investment milestone is not the land; it is the written answer from ENDE, SETAR and the fiber operators.

The numbers

Only figures present in the project documentation. They are planning assumptions, not quotes or commitments.

US$ 20 Mphase-one target investment (planning assumption)
US$ 50 Mcumulative target investment with modular expansion
20 hatarget site (200,000 m²); search minimum 40 acres ≈ 16.2 ha
115 kVTarija – La Angostura – Bermejo corridor, 182 km, in operation since August 2022 (ENDE)
up to 50 MWsite power target used as a search criterion; IT load is defined by engineering (study scenarios of 1, 2 and 5 MW)
24 monthsreference infrastructure schedule, 14 activities, from land search to modular expansion

What is needed

Phase-one capital

Target up to US$ 20 M, released against technical and commercial milestones. Minimum ticket per investor: to be defined.

Technical partner or operator

A data-center operator with a verifiable track record, as co-investor or joint-venture partner.

Anchor clients

3 to 5 letters of intent convertible into conditional contracts; the plan foresees 30–40 structured interviews.

Core team

Development, data-center engineering, power, telecoms, finance, legal and sales.

Timeline

  1. Months 1–3Land search and evaluation → shortlist of parcels
  2. Months 1–4Power (SETAR / ENDE) and fiber (ENTEL plus a second carrier) feasibility → formal answers
  3. Months 2–4Topographic, geotechnical and hydrological studies
  4. Months 3–5Conditional land purchase and legal review → verified title
  5. Months 4–9Preliminary design, base design, environmental and building permits
  6. Months 7–11Contracting and long-lead procurement
  7. Months 9–18Site works, substation and grid connection, phase-one buildings and modules
  8. Months 18–24Integrated testing, commissioning of phase one and modular expansion
